This is a Full-time position in Santa Barbara, CA posted July 8, 2019.

Santa Barbara Unified School DistrictClassified Job Description Title: Payroll Technician Salary Schedule Range: 39 Purpose of Position: To perform a variety of specialized and complex payroll and retirement accounting functions to ensure classified and certificated employees are paid timely and accurately.

Reporting: Reports to Payroll Coordinator Employment Status: Full-time.

(FLSA Non-exempt) Location: District Administration, Fiscal Services Essential Functions: Process classified and certificated payroll as assigned; receive and audit time sheets and related documents; input data, identify and resolve errors and discrepancies.

Prepare, process and evaluate a variety of payroll and retirement related forms and applications.Serve as a technical resource to school site and District staff regarding the payroll function, policies and procedures.Respond to inquiries, perform research and provide information regarding calculations, pay rates, taxes, STRS, PERS, credit and other payroll information.Research, compile, prepare and revise payroll, retirement and accounting data; reconcile and balance assigned payroll and retirement accounts, STRS, PERS, garnishments, earnings and contributions.Update accounts to reflect income, transfers and expenditures; issue and distribute paychecks as assigned.

Audit final time sheets and other calculations against payroll reports; calculate salary adjustments, leaves, absences and deductions.

Establish and maintain detailed automated permanent employee records; input and update pay rates, tax status, deductions, benefits, STRS, PERS and other information.

Operate a computer and various commercial or proprietary software programs to input, retrieve, compare or verify information; heavy use of MS Excel required.

Maintain punctual and consistent attendance.Other Functions:Perform related duties as assigned.Provide training to department or site staff as required.

Hearing and speaking to exchange information in person or on the telephone; seeing to read a variety of documents; dexterity of hands and fingers to operate office equipment; sitting for extended periods of time; bending, stooping or kneeling; reaching overhead to store or retrieve materials.

Knowledge, Skills and Abilities:Knowledge of the principles and techniques involved in payroll and retirement account preparation and processing.Knowledge of enterprise payroll systems such as Escape, QSS, Tyler MUNIS, PeopleSoft, etc., as well as other proprietary or mass market software applications, including MS Office and Google Suite.Knowledge of payroll, California State Teachers Retirement System or Public Employee Retirement System policies and procedures.Knowledge of the methods, procedures, and terminology used in technical accounting work.Knowledge of tax withholding, voluntary deductions and employee benefits.Knowledge of verification and processing of payroll and retirement records and reports; prepare and evaluate comprehensive payroll, retirement, leave and accounting reports.

Knowledge of financial and statistical record keeping techniques, filing, electronic document filing and retrieval.Ability to apply and explain rules, regulations, policies and procedures.

Ability to operate a computer, assigned software programs, and other contemporary office equipment.

Ability to use proper telephone and e-mail etiquette.

Ability to use correct English usage, grammar, spelling, punctuation and business vocabulary.Ability to work with limited supervision and make appropriate decisions under deadline pressure.Ability to develop and maintain productive working relationships with school site staff and District staff.Ability to process a high-volume of work with accuracy.Ability to collaborate with others on assigned projects or initiatives.

Ability to understand and follow verbal and written directions.

Ability to meet schedules and timelines.Education, Training and Experience:Any combination equivalent to graduation from high school supplemented by one (1) year of college-level course work in accounting or related field, and three (3) years increasingly responsible clerical accounting experience, preferably including work with payroll, retirement or similar functions; and/or two (2) years’ experience in public sector finance or payroll.

Additional Requirements:Successful passage of written or performance assessment.
