Employee and labor relations manager

This is a Full-time position in San Francisco, CA posted December 12, 2019.

General Statement of Duties:Manages employee relations and labor relations investigations, data intake, follow up, documentation, counseling and coaching for all WeDriveU employees and managers at all locations.

Provides advice, guidance and expertise to management regarding various employee and labor relations issues.

Develops, implements and monitors employee relations programs to ensure high levels of employee engagement.

Creates leader training programs based on findings/themes from labor relations issues and implements for Corporate and Operations team leaders.

Union experience required.Supervision Received: Works independently under direction of Senior Vice President, Human Resources.Supervision Exercised: Works independently on programs and projects in alignment with HR Team.Examples of Duties: (Any one position may not include all the duties listed, nor do the listed examples include all that may be found in this job.)Advises, represents, and advocates for WeDriveU on the interpretation of collective bargaining agreements (CBAs), disciplinary actions, grievances, and other Labor Relations issues.Represents the District in regular and expedited arbitrations, contract negotiations, joint labor and union meetings, and in grievance processing and related settlement talks.

Ensures that Union grievances and requests for disciplinary hearings are responded to in a timely manner, adhering to all contractual timelines, deadlines, and applicable law.Meets with and communicates regularly with Union officials to build and maintain collaborative relationships for the advancement of effective and harmonious labor relations, workforce development, service delivery, performance, and sustained employee morale.Manages day to day employee and labor relations issues for all WeDriveU locations.

Partners with the legal department as needed/required in research and application of employee laws with specific focus on wage and hour compliance.Maintains in-depth knowledge of legal requirements related to day-to-day management of employees, reducing legal risks and ensuring regulatory compliance.

Ensures compliance with all federal, state and local laws.Creates and maintains a strong partnership with local WeDriveU management team to ensure activities are within the law and within the labor union contracts.

Leads employee relations activities including but not limited to relevant wage and hour law administration, interpretation and policy implementation, disciplinary action coaching and write ups, labor relations, employee and management investigations, and employee engagement.

Serves as a consultant on HR matters to management team and proactively creates solutions for long term success.Partner with Shop Stewards and management team to ensure compliance in accordance with company policy and the collective bargaining agreements with the union.

Responds to inquiries and provides thoughtful follow through in an efficient and complete manner.Ensures proper documentation and follow through are completed in a timely manner with solid communication of results to both employees and managers.Participates in leading training initiatives focused on leadership development such as performance management, attendance tracking, leave administration and appropriate applications of the laws and agreed upon contracts for union and non-union employees.Partners with field management to provide HR Guidance and serve as an internal business consultant to help interpret all company policies, procedures, performance management, and compliance initiatives as a trusted and confidential resource.

Provides daily performance management guidance to field managers such as coaching, counseling, career development and guidance on disciplinary actions.

Builds strong relationships with field management and employees to improve collaboration, build morale, increase productivity and retention.Special projects as assigned.Knowledge: Strong working knowledge of employee relations, documentation and union support.

Knowledge of all applicable Human Resources laws and policies at federal and appropriate state level.

Working knowledge of multiple HR disciplines, including compensation practices, organizational diagnosis, employee and labor relations, diversity, performance management.

Excellent knowledge of wage and hour laws.

Strong working knowledge of union collective bargaining laws, approaches, negotiations and approaches.

Knowledge of transportation industry.

Excellent knowledge of hiring, benefits and compensation administration, talent and performance management, training and development, and employee relations.

Strong knowledge of coaching.

Strong knowledge of leader development.Skills: Excellent presentation, negotiation, communication, project management, team management, process administration, and leadership skills.Outstanding interpersonal and relationship building skills.

Strong leadership skills used in coaching others.

Proficient in using Microsoft Office Suite and HR Systems.Abilities: Ability to interpret laws, policies and processes.

Ability to deliver results that support business goals and objectives.

Ability to work with technology in HR Systems.

Ability to manage and deliver training programs.

Ability to create solutions that match needs of associates.

Ability to work in the field and collaborate with Corporate HR team.

Ability to travel daily within the Bay area approximately 20-30% of the time with limited overnight travel at less than 10% of the time.

Ability work at a desk for an extended period.Minimum Qualifications:Education: Bachelor’s Degree in Labor Relations, Human Resources, Industrial/Organizational Psychology, Organizational Development, Public Administration, or a related field, from an accredited college or university.Desirable: Juris Doctorate, Paralegal, Masters in HR Management, SPHR/PHR, and/or SHRM CertificationYears of Experience: 8 to 10 years direct experience in employee relations, labor relations, or labor/employment law, implementing HR policies, employee programs and process, preferably in the transportation industry.

Demonstrated ability to navigate the complexities of California state and federal employment and wage laws with a track record of success.
